After clicking the plus sign to add a work space I was able to hit general. But there wasn't a second option for general
They changed it. But you can create your own layout.Open a fresh file, change the layout to what you prefer, name the tab, then save the file as your default startupfile.
This layout will be available for you in any file now ;)
