I am getting error of "not created excercise for submission" while uploading file.

Here are a couple things to try so we can narrow down the cause of the issue.
-Does the same thing happen if you use a different browser?
-Do you have any browser extensions active? (turn temporarily disabling then to see if it works)
-If that still doesn't work can you post a screen shot or a short video clip of the issue and I will forward it to the dev team.
