I think inherit velocity means if you were to move the system, particles will be imparted with velocity of the source. For example, if the source is moved along the x axis, particles will also drift along the x axis.

Yes that's correct. It works with the simulation space of "world" to for things like moving smoke/debris or anything of that sort.
