I can tell there are some modifications to the viewport lighting but I can't tell what it is specifically. Is this in Matcap with a custom clay color assigned? Its bugging me not knowing whats different and if there is considered an industry best practice for this.

And there is no 'industry best practice' for the Viewport Shading, just what works for you in a specific situation. It's just a preference. Try to get something that is 'readable' (things like Shadows, Cavity and so) and looks 'pretty' (because you'll be looking at it a lot!).
