I am having difficulty getting the brush to stay locked to a single plane. The angle it works at is readjusting to the mesh's current normals, preventing me from getting a single shear carve. In addition, the brush works very slowly. I'm not seeing much of an effect on each pass.

As far as I know, the Multi Plane Scrape, scrapes away along two planes, with a set Angle, leaving the center (where the planes are angled) mostly untouched. When that Angle is set to 0...not much will happen. (I hope this description makes sense...)
Try using the (original) Scrape/Fill Brush and set the Stabilize Normal to 1:

If I remember correctly, the way the Blender devs changed the brush, pretty much took out the hack along with it. I think even Kent had trouble replicating it. So in other words, the scrape hack Kent always used was left behind on an old Blender version and can't be done anymore. I think I am remember that correctly, I'm not super sure.
