I used Blender and pictures of our sign for the Sign's textures and some pictures of grass i got off of PowerPoint's clip art for the grass.
For the sign i just used UV mapping to put the textures on, and it is basically just edited cube meshes.
Same for the grass.
I used subdivided a cube mesh, and then used a subdivison modifier for the curbs.
The street is just re-sized cubes with basic colors.
