This picture is a variation of a tutorial from blenderguru.com showing a reflexion in a puddle of some buildings at night. I used a displace-modifier to deform the stone-plane with a bumpmap. In addition to this I added a specularmap to the stone-material. The water is an own plane with a simple cloud-texture influencing the normal geometry of the plane to simulate little waves coming from the wind. Finally I added some composing-effects using Blender.
