Officially the Chicago police do not believe there is a vigilante waging a war on crime. They have written off the recent increase in mob killings as gang warfare. The tabloids however are telling stories of a masked figure that moves like an animal and fights with intense brutality. Eyewitnesses tell overly embellished tales of something akin to a vampire that speaks like an eccentric Englishman and wears a bowler hat leading them to name their masked phantom The Distinguished Gentleman.
