when I attempt to import a library, the interface brings up the files inside it, why can’t I just select the whole object?

This is the intended design. The reason is because Blender saves the .blend as a whole set of data, so when you go to import Blender needs to know what you actually want to import. If it simply grabbed everything then you could potentially bring in an entire scene, full of thousands of objects at one. This behavior might be desired at times, but most of the time it won’t be.

IN most cases, if you just want to bring in an object, then click into Objects and then choose the one(s) you want.
