Made with the good old Blender Render.
The model of the bridge is quite simple just modeled one segment and repeated it with the array modifier. The materials for the lamps are just a simple black material and a material with emit set to 1.
In the end its just a simple render of a low poly model with 3 textures and some compoisting effect.
