Normal map baking in blender 4 to paiter to unreal

Hi, if i bake my normal map from high poly to low poly and export that into substance painter, it does work, it shows the normal map. But if I select normal map from the dropdown its just a blank blue normal map? is that ok? Its like if I export from blender, the normal map is already baked into the lop poly model. Thanks

    I'm a bit lost. Where are you selecting normal map from the drop down, in Blender or in Substance? When you export to Substance, you are setting Blender to a Normal map bake? When you say it shows the Normal Map, you mean Blender or Substance? Can you add a couple of screenshots also?
