can you Texture normal maps

 i was wondering how, if possible, can you assign a texture like a diffuse or emission to only the painted normal mapped details? if not, how could i get small details that can be texture differently then the whole mesh texture without having messy topology? like if i were to make an ancient relic with glowing creases or something similar.
