Hello! I heard that a good 3d artist must learn either gimp or photoshop and C (some say its C++ 0.o). Is that true?

I don't think that's true at all. The programs necessary to learn are dependent entirely on what you're trying to achieve. If you're doing a lot of texture work, then Photoshop, GIMP, Substance, or some other paint program will be of great help. Although you can also paint textures in Blender, so not necessary required. As for C, C++ or any other programming, you most definitely don't need to learn these to be a 3D artist. Most 3D artists can't write a line of code. Now, that being said, regarding programming. If you do a lot of work in Blender then it can be very beneficial, and empowering to learn Python. We have a course on an introduction to Python for Blender Artists here: https://cgcookie.com/course/introduction-to-python-scripting/
