whenever I tried scaling and extruding to make the launch pad, it keeps pushing my vertices downward and creates faces
It looks like you have the pivot point set as "3d Cursor", so when you scale it is pushing the verts away.Press the "." (period) key and choose "Median Point" - I think that is the one that you want

Get used to using that pivot point menu a lot more in the future. It helps save time on a lot but just remember what your latest setting is and you'll be glad you knew about it.
