Of course I'd love for it to be still, and then move once I move the armature or something similar.
Try starting the simulation at frame 1, and give it how ever many frames it needs to settle, start animating it or moving it, then when you render just change the start frame in the render panel to which ever frame is the beginning of the actual animation. Maybe that will help? It could also have something to do with your hair dynamics settings.
