Historically blender has lagged behind other software when it comes to highly detailed smoke/explosion simulations. jlampel is our resident VFX guru. He may know more about this.
It's a cool effect with the lightning animating around the surface of the cloud.
There were some lightning shaders from Nodevember that were super cool. I never dug into exactly how they work, but you could take that type of shader and give it to really big particles that are pushed along by the smoke flow. That would probably be close enough.
