I did this using teh methods outlined here:

I need to tweak the beach a bit ..
The tutorial here is a bit dated, but the results are ok.

    Very nice, I think the pulse effect could be a bit stronger; it’s hard to see against the sky. You’ve got the scale down pat.

    I used a particle system for the trees with some weight painting to get them where I wanted them.
